A 5 percent incentive, and your 3 percent mandate.

On State of California solicitations, DVBE standing carries a bid preference, and awarding to NWR as the prime counts fully toward the state's mandatory 3 percent DVBE participation goal: no participation plan to assemble, one certified contractor holding the whole award.

NWR is founded and led by a service-disabled U.S. Army veteran who has spent his post-service career inside federal systems: five years in uniform, then years navigating VA regulations professionally as an accredited claims agent, reading the fine print for a living and filing work that has to survive federal review.

That is the discipline NWR is built on: know the regulation cold, put the requirement first, and put your own name on the outcome. Jesse holds 100 percent ownership and day-to-day control of the company, the structure that federal SDVOSB and California DVBE standing requires.

NWR was founded in 2026. We are transparent about being a new prime: no legacy overhead, no benchwarmers, and every delivery team built around the specific requirement in front of us. References and delivery-network detail are available on request.
